Newfoundland and Labrador signs MoU with Port of Amsterdam while attending World Hydrogen Summit and Exhibition
As part of its continued commitment to advancing the wind-hydrogen industry, the Government of Newfoundland and Labrador has signed a memorandum of understanding with the Port of Amsterdam, Netherlands. The agreement was formalised by the Honourable John Hogan, KC, Premier of Newfoundland and Labrador, during his attendance at the World Hydrogen 2025 Summit and Exhibition in Rotterdam.
Premier Hogan was joined by the Honourable Steve Crocker, Minister of Industry, Energy and Technology and Minister Responsible for Trade Opportunities, and Gert-Jan Nieuwenhuizen, MD of the Port of Amsterdam. The agreement complements an existing partnership between the provincial government and the Port of Rotterdam, reinforcing Newfoundland and Labrador’s strategic efforts to support green hydrogen development and enhance collaboration with key European hubs.
The MoU outlines several areas of cooperation, including:

Exploring commercial opportunities for green hydrogen imports into the Netherlands and northwestern Europe.

Assessing the potential for international supply chains between Newfoundland and Labrador and the Port of Amsterdam, including identifying and addressing legal and regulatory barriers.

Facilitating private sector and federal government investment in green hydrogen supply chain projects.

Sharing best practices and knowledge in areas such as port infrastructure, stakeholder engagement, and institutional collaboration.
The signing was attended by representatives from Evos, a developer of large-scale hydrogen import infrastructure at the Port of Amsterdam, and North Atlantic Refining Limited, which is advancing a wind-to-hydrogen project in Newfoundland and Labrador for the export of Liquid Organic Hydrogen Carriers to European ports.
The MoU supports Newfoundland and Labrador’s Hydrogen Development Action Plan and builds on the province’s significant renewable energy assets, including a highly renewable power grid and favourable proximity to European markets. With six wind-to-hydrogen projects currently in development, the province is positioning itself as a key supplier of green hydrogen to Europe, where hydrogen is central to energy security and climate objectives.
The World Hydrogen 2025 Summit and Exhibition, running from 20–22 May in Rotterdam, gathers global leaders in hydrogen and energy, with over 15,000 attendees from 130 countries. Newfoundland and Labrador’s delegation includes more than 60 representatives from approximately 25 companies and organisations spanning the entire hydrogen value chain.

With our commitment to net zero by 2050, strong environmental, social, and governance practices, and a wealth of resources in renewable energy and critical minerals, Newfoundland and Labrador is perfectly positioned to meet the world’s energy needs at this time of transition.”
Minister Steve Crocker added:
“The Provincial Government has been working in all areas of renewable energy to ensure we have the policies, supports and agreements in place to leverage the global green hydrogen opportunity. In doing so, we are fostering mutually beneficial relationships with a number of European countries. Through our participation in events like the World Hydrogen Summit and Exhibition, we hope to build relationships with other jurisdictions and further grow this industry.”
