Norfolk Southern assembles transportation leadership to accelerate operational excellence
Norfolk Southern Corporation has strengthened its Transportation team by appointing three seasoned industry veterans with extensive experience in precision scheduled railroading. Tim Livingston has joined the company as senior vice president of transportation and network operations, where he will lead the charge in enhancing the company’s operational efficiency. Reporting directly to Livingston are Rodney Moore, who will serve as vice president of transportation for the Northern region, and Dewayne Swindall, who takes on the role of vice president of transportation for the Southern region.
This new leadership structure is designed to accelerate operational improvements across Norfolk Southern’s network. By positioning leaders with deep PSR experience closer to field operations, the company aims to enhance its strategic decision-making and operational execution. The team will also benefit from strategic consulting provided by Mack Barker, a seasoned railway professional.

Tim Livingston brings over 20 years of railroading experience, with a proven track record in achieving operational excellence, driving productivity improvements, and fostering strong safety cultures. He previously held senior positions at Kansas City Southern Railway and, most recently, served as vice president of operations for Canadian Pacific Kansas City. He holds both a BBA and an MBA from Baker University.
Rodney Moore, who has been with Norfolk Southern for 20 years, has held various operational leadership roles throughout the network. In his new role, he will oversee the Northern region, which includes the most densely trafficked portion of Norfolk Southern’s network between Chicago and New York.
Dewayne Swindall, who recently joined Norfolk Southern, previously served as president, CEO, and chairman of the board at Indiana Railroad. Swindall began his railroading career with Norfolk Southern and has since held key leadership roles at Canadian National and Genesee & Wyoming, where he was instrumental in deploying PSR and improving performance.
Supporting this leadership team will be a network of general managers and assistant superintendents based in field offices across the Northern and Southern regions. This structure will ensure close oversight of day-to-day operations, enhancing decision-making and team development.
Mack Barker, who retired earlier this year after more than 35 years at CN Railway, will be consulting with Norfolk Southern on railway optimisation. Barker’s experience, particularly in network operations and planning, is expected to provide valuable insights as the company continues to refine its operations.
