Additional Technology Transfer Order Received in Basra Refinery Upgrading Project


JGC Holdings Corporation has announced that, in addition to the engineering, procurement, construction, and commissioning services being provided by its overseas EPC subsidiary, JGC Corporation, for the ongoing Basra refinery upgrade, the company has also secured a contract for technical transfer services to support refinery operations. The project, undertaken for Iraq’s state-owned South Refineries Company under the oversight of the Iraqi Ministry of Oil, marks a significant step in strengthening Iraq’s domestic refining capacity.

Despite being a leading oil producer, Iraq has struggled to meet domestic demand for petroleum products due to the aging infrastructure of its 1970s-era refineries, compounded by war damage and population growth. The limited number of operational refineries has also resulted in a shortage of skilled plant operators, making it difficult to ensure a smooth startup and stable production of refined products.

The Basra refinery upgrade, the largest Official Development Assistance (ODA) project in the Middle East financed by the Japan International Cooperation Agency (JICA), is a joint initiative between the governments of Japan and Iraq. The project aims to bridge the gap between domestic supply and demand for petroleum products while supporting Iraq’s post-war recovery efforts. The upgrade involves the construction of fluid catalytic cracking, vacuum distillation, and diesel desulfurization units adjacent to the existing refinery, with completion scheduled for this year.

Under the additional TTS contract, JGC Corporation will work alongside South Refineries Company personnel to facilitate a safe and efficient startup of the advanced refinery. The company will provide operational support to ensure the facility achieves stable production while meeting environmental and safety standards.
