Ocean Technologies Group (OTG) and maritime digital solutions provider LR OneOcean have officially inaugurated a new combined office in Manila on 1st April. This development follows the merger of OTG and LR OneOcean, which resulted from OTG’s acquisition by Lloyd’s Register (LR) in November. The move reinforces LR’s commitment to supporting maritime professionals as they navigate the challenges of digitalisation and decarbonisation, with a particular emphasis on ensuring seafarers can operate safely with new fuel technologies.
The newly established office and centre of excellence reflects the companies’ dedication to strengthening ties with the world’s largest seafarer supply region. By consolidating resources, expertise, and technology, the group aims to enhance support for its partners in the Philippines and beyond.

This initiative builds upon a landmark collaboration launched in February between LR OneOcean, the International Chamber of Shipping, and the Philippines’ Maritime Industry Authority. As part of this partnership, a Memorandum of Understanding was signed to initiate a pilot project focused on integrating seafarer certification systems and developing a mobile application. The project is designed to reduce administrative burdens associated with paper-based endorsement and verification processes while enhancing efficiency for stakeholders such as flag administrations, Port State Control, seafarers, and ship management companies.
At the launch event, Nicholas Goubert, co-CEO of OTG/LR OneOcean, stated:
“This moment marks the beginning of an exciting new era—one where two of the most innovative maritime digital solutions providers unite. By combining our strengths, we are better positioned to serve the global maritime economy, delivering cutting-edge solutions that enhance safety, efficiency, and sustainability.”
He further highlighted LR’s deep maritime heritage, noting that this connection provides a unique opportunity to expand the company’s impact across the industry. He added:
“With the Asia-Pacific region playing a vital role in the industry, having a strong presence here is more important than ever. As home to hundreds of thousands of skilled seafarers, the Philippines is essential to the industry’s success. This office symbolises our commitment to supporting seafarers’ well-being, career development, and operational excellence.”
The Manila office, located in the Business Central District, will function as a key operational hub for the OTG and LR OneOcean team. It will facilitate closer engagement with Filipino partners and global customer representatives, ensuring enhanced face-to-face support.
Customer enablement remains a top priority, with refresher training sessions on the group’s software solutions already underway in the state-of-the-art training rooms. Goubert described the new facility as “more than just a workplace”, stating:
“It will be a centre for team building, learning, and connection. By bringing together the expertise and culture of both organisations, we are creating a foundation for even greater innovation, service, and success.”
The establishment of this new office marks another significant step in LR’s long-term commitment to empowering maritime professionals and ensuring the industry’s transition towards a safer, more efficient, and decarbonised future.
