Port of Argentia marine terminal expansion receives environmental release by impact assessment agency of Canada


The Port of Argentia has achieved a significant milestone in its Cooper Cove Marine Terminal Expansion Project, as the Impact Assessment Agency of Canada has determined that an impact assessment is not required for the project following a thorough review and public consultations.

IAAC’s decision, as stated in its release, is based on the project’s small footprint and brownfield setting, suggesting that potential adverse effects within federal jurisdiction would likely be limited or addressed through existing legislative and regulatory frameworks, along with mitigation measures outlined by the proponent.

This decision by IAAC comes after the Government of Newfoundland and Labrador announced on January 19, 2024, that the Cooper Cove Marine Terminal Expansion Project would be released from environmental assessment, albeit with conditions.

Scott Penney, CEO of the Port, expressed the Port’s satisfaction with IAAC’s decision, commending the Agency for its comprehensive review. He stated, “These decisions are endorsements by both levels of government that the Port is acting responsibly in carrying out its expansion plans.” Penney emphasised that this decision reinforces the Port’s strategic importance for future investment and its role in facilitating the global energy transition.

The Cooper Cove Marine Terminal Expansion Project aims to address the increasing demands at Argentia for berthing space and growing import/export opportunities. It will double quayside capacity at the Port by adding three berths at water depths of 12.5 metres and creating 10 hectares of dock/quayside laydown. The project will incorporate the latest port electrification innovations with a focus on decarbonisation, positioning Cooper Cove as a crucial link in the green energy corridor.
